For centuries, Vilnius has been a welcoming place for the peaceful coexistence of free citizens, while perfectly combining its magnificent history, spectacular natural environment and vibrant creativity.
I am totally committed to continue building the City full of the spirit of freedom and creativity so that it would become a source of inspiration and goodness for the people of Vilnius, of Lithuania and of the entire Europe.
Can there be anything more interesting than creating for your City and in the City? Creation, however, requires certain conditions. My team and myself have been working hard for three years to rid Vilnius of its outstanding debts as well as of any other problems having long plagued our capital.
Today, the residents of Vilnius enjoy the renovated urban infrastructure, honest and professional municipal services, and I hope they appreciate the emerging new creative initiatives. Today, Vilnius has all the reasonable grounds to head towards an even more inspiring future.
I personally have been and will be doing everything I can to make this city the best place to live, create and feel free.
I hope that the last years of my activities are a good testimony to that – we can make a change in the city through bold individual commitments. The determination of each citizen to become a creator of the City will undoubtedly result in the exceptional overall benefit of Vilnius.

Bio:
I’m an optimist researcher of the intelligence world wether in artificial systems, ecological environments or education. I’m actually leading an experimental academic innovation center in Paris, la Defense – De Vinci Innovation Center. I’m also affiliated research at the MIT Medialab and part of several program comittees for the ecological tracks in major international conferences of artificial intelligence such as NeurIPS, ICLR and IJCNN.
In 2012, I received two M.Sc. degrees from the University of Pierre et Marie Curie Paris VI (nowadays Sorbonne University) in Artificial Intelligence and Decisions and a second one from ECE Paris Engineering School in Embedded Systems.
In 2016, I got a Ph.D. degree in Computer Science in Le Havre University applied on Organic Ambient Intelligence. During this work, I develop a theorical and practical framework for the deployment of distributed artificial neural networks on energy constraint wireless actuator and sensor networks. This Environement Monitoring and Management Agents (EMMA) framework offers a new choregraphy paradigm for a fully distributed Internet of Things without Cloud.
In 2017, I did my postdoc in the Responsive Environment Group at the Medialab of the Massachusetts Institute of Technology. I joined the team of the Tidmarsh project which develop technologies in order to study the ecological, bio-dynamic and climate evolutions of industrial scale cramberries farm restoration. My contribution is the developpment of a deeplearning based acoustic analyzer for detecting, identifying and geo-localizing in real-time the widlife activity on site from 25 microphones and 6 cameras.
In 2019, I found and lead the De Vinci Innovation Center in Paris, La Defense which is the expertise center of the Pole Leonard de Vinci. Based on a Fab Lab, its Master and PhD programs offer a unique opportunity of exploring new academic methods based on radical learning, anti-disciplinarity and collective learning. Its leitmotiv "Demo or Die", coming from the MIT MediaLab, is supported by a permanent mix of sciences, technics and humanity in order to address the big challenges of our societies. My student are exploring various technologies from Computer Human Interaction, Collective Robotics, Deep Learning, Immersive Technologies and Soft and Active Matters.

Christoph Schafer was born in 1965 in Grevenbroich/Germany. He studied physics at the University of Aachen (RWTH) where he graduated in 1994 and where he also obtained his PhD in 1999 under the supervision of Prof. Klaus Schulze and Prof. Albrecht Bohm. Christoph Schafer is an experimental particle physicist. Most of his scientific work was related to the study of electron-positron collisions, development of experimental techniques, as well as construction and operating large detector systems.
In 1999 he became a fellow at the European Center for Nuclear Research (CERN) in Geneva/Switzerland working for the operation of the L3 experiment at the Large Electron Positron Collider (LEP) and later for the construction and operation of the CMS experiment at the Large Hadron Collider (LHC).
Since 2003 Christoph Schafer is a staff member of CERN. At first he was responsible for the upgrade and operation of all experimental gas distribution systems of the L3 detector and then was appointed to be the group leader in matters of safety of the CMS experiment. As head of safety, Christoph Schafer was responsible for the safety of the more than 3000 CMS collaborators as well as the CMS detector, worth several hundreds of million Swiss Francs.
In 2014 Christoph Schafer left the CMS collaboration and joined the CERN international relations ofice. As senior adviser, he assists the Director General and the Directorate in matters concerning international relations of the organization, focusing on relations
with CERN non-member states and associate member states in Europe and Central Asia.
Since 2016 Christoph Schafer is appointed visiting professor at Vilnius University where he gives lectures on topics about experimental particle physics.

Dr. Ainius Lašas is the Dean at the Faculty of Social Sciences, Arts and Humanities at Kaunas University of Technology.
